Cannot complete the install because of a conflicting dependency

In trying to export an Eclipse product I get the error below:

I am not sure what is the problem since all the plugin.xml in the project show version 1.0.0 and not 0.0.0

It runs well with the run configuration but when I tried to export I get this error.

Any idea how to fix this?

Seems  plugin development environment is being added twice to the export
