I have successfully  installed xampp on a windows server 2008 and it all works fine - I can start the control panel, apache server and mysql  after logging in as an administrator
The problem is that I am unable to start the apache web server and the xampp console as a service. The mysql successfully starts as a service.
When I try to start the apache web server as a service (and the control panel) I get the message that these will only start underthe system account.
How can I change this so that apache web server starts automatically when the server starts

most likely your apache is configured for port 80 and 443 and you alreday have a server (probably IIS) listening there
change the port for apache in the httpd.conf
