Converting a video height and width!!!

Dear all,
I have a video 1280*720, and i want to convert it 800*600.
How can I do that?

Dear sir,
I was using windows movie maker too.
However all these software, after changing the resolution to 800*600, a little black rectangle from top and bottom appears.
I want to fix this too
