From Powerpoint to a tablet/smartphone

We have a windows xp machine running a dual video card. Whatever is played on the right side screen via powerpoint is send to a splitter which goes to two ceiling mounted projectors. Is there a way to get that presentation sent to android/apple smarthphone or tablet devices?

If the Powerpoint is running on the XP machine your only options are to allow the mobile device to have some form of remote access to the XP machine or load the ppt file into Dropbox and run it from there.  The mobile users can install the Dropbox app and open a copy of the file that way.

If you are trying to have the mobile users see the ppt as a presentation (i.e. someone else is controlling the slides) then your best bet is to use Go To Meeting or a similar service and send join links to the mobile users.
