What is the best technology to use for a website to make it dynamic versus static?

It will be best for you to use a content management system.

Most popular ones are:

- Drupal www.drupal.com
- Joomla www.joomla.com
- Wordpress www.wordpress.com

Wordpress is the easiest to start off with. Does not require much of a setup.

Great, thanks.  I am familiar with Wordpress but not so much of the other 2.  Do you know any good live examples of those?  

Also, are they hard to learn?

I don't think they are hard to learn but do require a dedicated effort. They also have a lot of tutorials available online plus books on all 3 of them for detailed learning.
