I have not LicensingWizard.msi tool in my CD.
what can I do if I have no LicensingWizard.msi tool?
Also have a read here. http://support.microsoft.com/kb/937826

What version of SCOM do have installed? And exactly what version are you now licensed for/have install media for?

Hmm... and mods get to add questions to dead zones (zones no one else can add questions to).  Excellent.  ;-)

With apologies,
Aameriaadmin, were you able to read technet article 937826, suggested above by Neilsr?  The title was "How to upgrade the 180-day evaluation version of System Center Operations Manager 2007 to the full product version."  It indicates that "Note Service Pack 1 no longer uses or contains the LicensingWizard tool to apply licenses. To apply licenses, use the SetupOM.exe file."  I'm hoping that means SP1 and beyond.

Apparently the article is unavailable right at the moment, but the relevant text:
Option 3: Operations Manager 2007 Service Pack 1 Release (RTM) Evaluation version Build 6.0.6278.0000

    1. Download the Select CD image for Operations Manager 2007 Service Pack 1. To do this, visit the following Microsoft Web site:
    https://licensing.microsoft.com/
    2. Extract the Select CD image.
    3. Read the release notes and the upgrade guide that are located in the ProductDocumentation folder.
    4. To update the license, run the SetupOM.exe file instead of the SP1Upgrade.exe file on the Root Management Server (RMS).
    5. On the startup screen, select Install Operations Manager 2007. A Welcome to the System Center Operations Manager 2007 Server Setup Upgrade Wizard dialog box will appear.
    6. In the Welcome to the System Center Operations Manager 2007 Server Setup Upgrade Wizard dialog box, click to select the Upgrade to Operations Manager 2007 SP1 check box, and then click Next.
    7. When the operation is complete, perform the checks that are discussed in the upgrade guide. To view the online version of the upgrade guide, visit the following Microsoft Web site:
    http://technet.microsoft.com/en-us/library/bb822001.aspx

I'm not clear if you already attempted that process?
Thanks for your patience

How to upgrade from Eval to RTM
+When upgrading from Eval to RTM you will need to run SetupOM.exe on the following:
   - All Management servers
   - All UI Consoles
   - All Web Consoles
+Reporting, Agents and Gateways do not require running the upgrade again.
I have a version Operations Manager 2007 R2.
hear are the screen shoots step by step.
Can I do it by modifying?
Doc1.docx
Yes, I would try modify.   I would hope the page listing what to change would give you the option of applying the license.
it doesnt give me any option to applying the license
Untitled-4.jpg
Curious.  (And I apologize... I never had the eval installed... had the install media for the full install initially.)
Confirm that it still reports that it's using the Eval license.
Then, I can't think of any reason that the Repair option would do any harm.  I'd try that next.
the repair option didn't help.
what can I do else
I haven't any option to enter thy product key. What can I do in this situation?
When you purchased the license for SCOM, did you just get a product key, or did you also get a new set of media?  (Or the option/instructions for ISO download?)
As I recall, the full software had the license key embedded on the DVD/download.
I don't know how to import license key to scom 2007R2.
I have no any wizard, how can I do it?
Do you only have a license key, or do you also have a media set, or access to download the full version install?
I have media set without license key, and have download access, but in the downloaded folder I have no licensing.msi file.
My licensed download doesn't have a licensing.msi file either.
It would appear that the license is embedded in the SetupOM.exe, on the licensed media set.  If you are running the SetupOM.exe on the existing (Eval) RMS, it's suppose to license that server.  If it isn't, I'd open a conversation with your vendor to acquire the correct disk or download.  (I suspect you are inadvertently getting the eval software a second time.)
