In Citrix XenApp up to version 6.5, the XML Service (which made the server eligible to be an XML Broker) was installed on every XenApp server.  You could not choose to not install it or control where it was installed but you could disabe and stop the service if you so desired.  In XenApp 6.5, XenApp server can now be in one of two modes: Session-host only or Collector/Session-Host mode.  Only XenApp servers configured as Collectors can be used as an XML Broker.

The XML Broker is used to authenticate users.
