Are you looking at it in IE9?  The top menu nav is behind the top yellow banner.

On my site, the top menu nav is at the top but should be below the top banner. &nbsp;It appears to look find in Firefox. &nbsp;However, in IE 8, it hides behind the top header banner.<br />
