Blocked hotmail account

I am working on a hotmail account that has been blocked. I have been able to change the password, but in order to unblock the account hotmail is sending an e-mail message to an account that may no longer exist, or that blocked the code.

Is there a method to actually communicate with hotmail support to correct or change the email account that the code needs to be sent to [alternate email account]

Hotmail has now blocked any futher attempts to send the code with a message that the number of attempts has been exceeded, and to try later.

i think you can now get it re-activated via sms they can send you a verification sms to your mobile number...

alternatively try going through this route: https://account.live.com/resetpassword.aspx

go to I've forgotten my password.. reset password...enter your details and verfication code....click next....click customer support.....enter your hotmail account and alternative account where they can contact you....

I have been able to reset the password.  Hotmail has a default address that it wants to send the code to.  How can I get that changed?  I have not seen an area to change the default address that is an account that is either not active or rejects the code.  

the above link does not seem to have an option to change where the code is being sent?

How long would the normal block from to many tries stay on?

If you go to the above link and follow the steps I metioned you get an option for an alternative email account where hotmail support can contact you and you can ask them...

alternatively if you can log into your account then go to account options at the top and within that there is an option to change alternative email account...i know i've done it in the past...

Do you have any thoughts on how long one may be locked out?  I did follow the link and asked for additional help.  I will work on that part
