Blocked hotmail account

I am working on a hotmail account that has been blocked. I have been able to change the password, but in order to unblock the account hotmail is sending an e-mail message to an account that may no longer exist, or that blocked the code.
Is there a method to actually communicate with hotmail support to correct or change the email account that the code needs to be sent to [alternate email account]
Hotmail has now blocked any futher attempts to send the code with a message that the number of attempts has been exceeded, and to try later.
