Can't run Tomcat

I'm getting this error when I try to run tomcat6.exe

[2012-04-11 08:40:54] [408  prunsrv.c] The system cannot find the file specified.
[2012-04-11 08:40:54] [1374 prunsrv.c] Load configuration failed

All the posts I see indicate that Java cannot find the file msvcr71.dll, and I'm supposed to copy it into the bin directory of the Java installation. Well, I did that, and I actually put it in every bin location for Java (x64 and x86) and even the bin directory of the tomcat installation as well, and it STILL doesn't work. Any ideas?
