Within the past 3 weeks, one of my users has been told 3 times, that his email message turned-up in the spam folder. I'd like to take steps to rectify this. Any ideas/suggestions would be very helpful.

what are the recipients using for mail client? outlook im assuming?  what version?

If its outlook 2007/2010, they can right click on that "junk" message, and select the junk menu, and choose to never block, or not mark as spam.  It will then make a rule that will prevent any mail from that specific senders address, from ending up in the spam box of their mail client.  try that 1st, and let us know if it worked out or not.
