Limit number of recipients user can send to

Scenario-
Global Recipient Limit is 20

User outside organization send email to 50 people in our organization and it creates an NDR The "e-mail system limits the number of recipients that can be
addressed in a single message.  Send the message multiple times to fewer
recipients"

If I bump the number to 50 it works fine.

What I need to prevent is someone selecting everyone in the GAL and sending a mass email which is why the 20 was set and certain individuals had higher numbers through AD.

Any way to prevent users from sending to more than 20 people (with exceptions) while allowing them to receive emails with more than 20 recipients?

I believe the Global recipient limit is going to effect incoming messages as well as outgoing.

You could set Global recipients limit higher and then limit the individual users back to 20.

The recipient limit on the account does the same thing when I change it. I'm afraid we'll just have to increase it.
