Exchange Mail archiving software

I am thinking of using GFI Mail archiver to trim down our massive mail store and handle PST's properly, but for our 130 users it's going to cost over 2k.  Any suggestions for a good program that I can use to handle Exchange 2007 so we can reduce the mail store, enforce archiving policy on users but allow them to pull mail and folders from an archive?

But keep in mind you can compare all this but GFI & Quest is best till date.

Even you can think for up gradation of exchange 2007 to exchange 2010. Email archiving facility is one of inbuilt feature of Exchange Server 2010.

Rest of thing is depend on you.
