Could not load file or assembly 'SanitizerProviders' or one of its dependencies. This assembly is built by a runtime newer than the currently loaded runtime and cannot be loaded.

No idea how to fix above message...

We have framework 3.5 and 4.0 in the computer.

looks like your assembly or some of its dependencies is built using 3.5 or 4.0 but your environment where you are using this assembly is configured for 2.0 or 3.0 versions of framework....
