We have team foundation 2008 , we might be able tio upgrade to 2010. but what I was really looking for is there a way in team foundation to have a step like check in but called archive, where it woudl basically move your source to an archive location.

Now I know I can do this all manually by

createing an archive folder
moving the code in that folder checking in that code
and deleting the code in the original folder.

But I was hoping that team foundation might just have a step that would allow me to archive so that developers could be told that when the code is no longer needed after check in then do an archive ...

I am not sure that I understand what you mean by an "archive" location, but that almost sounds like a Shelf Set:

Shelve and Unshelve Pending Changes
http://msdn.microsoft.com/en-us/library/ms181404(v=vs.100).aspx

Shelving enables you to set aside the pending changes in your workspace to work on a higher-priority task or to share your code with another user for code review.
