Sharepoint document rights

I have a user in sharepoint who can create folders and upload documents but is not able to manage permissions on the uploaded files to give access to other users of the Business Portal in SharePoint. How can I give her the ability to manange permissions?

It sounds as if the user has Contribute permissions.

Go to the document library that you want the user to have elevated permissions.
Click on Setting and select Document library settings.
Under Permissions and Management Click Permissions for this document library
Click Actions and select Edit Permissions
Click on the user that you want to elevate his permissions.
Click on the Permission box for Full control.

The above would give a specific user specific permissions to a document library,
But you may want to put this person in a group that has all the permissions that this user should have.

This would generally be a better way to manage your users through groups.
