Folder modified date in SharePoint 2010 doesn't get updated when a file is modified in the same folder.

This is intentional, as the folder isn't its content.

It's possible to (for instance) construct views on lists that ignore folders, and can be ordered by last modified date to show the latest modified files at the top.
