Microsoft Lync as PBX Question

I was talking with a consultant who said he was getting a lot of business from people Implementing Lync as their main PBX.  Where within a Lync infrastructure would one enter route groups, hunt groups, pilot numbers, call partitions, 302.t timer values and etc?

Lync uses an Enterprise Voice role to manage all Voice features and you manipulate the process of how it works through Powershell or the Lync Management Console.  Does that help?
