Wercon.exe is Windows Event Reporting
File wercon.exe is located in the folder C:\Windows\System32.
it is a part of Microsoft Operating system.
Wercon.exe is Windows Event Reporting, and is a part of Windows Vista/7 used to allow program crashes and other problems with the system to be reported to Microsoft for analysis.

How to activate Wercon utility? download or install additional Windows feature or role in Windows 2008?

it is build on system. By default is on.
Open c:\Windwos\System32\wercon.exe

there you have option of wercon. Click change Settings -> Advanced Settings -> For my program, problem reporting is: check on.

I have Windows 2008 R2 Std SP1 x64.

I don't have wercon.exe anywhere on my server including in C:\Windows\System32\.
Just some file "werconcpl.dll".

So the question where can I take it from?

in 2008r2 it is a Action Center.
Start->search program Action Center - >Change Action Center Settings
