Popup to the right of an active cell

Hi

I'm using Excel 2007. I've a s/s my application users complete and email when they wish to onboard a new user.

I was looking at https://signup.bigfilebox.com/signup and like how when a user clicks on a field the cell border changes. Also for some fields (login name) a blue pop up appears with a verbose explanation

I was wondering how can I do both of these in Excel? (1) for defined cells, if they are active the border changes to a colour i've defined and (2) if certain fields are selected a pop-up appears to the right of the cell with a text destruction. It needs to be a pop-up as the cell(s) to the right may be populated by other things. It disappears as soon as the cell looses focus

Adding a popup is easy; just put something in the cell's 'Comment' property.

Here's a link to a thread that shows how to do the borders.
You can also use Data Validation for the comments - it's one of its purposes in life. ;)

rorya - how do i do this?
In Excel 2010 it's Data->Data Validation from the ribbon menu.
