this happens when I attempt to delete a .rar file that was once open with a dvd mounting program (not sure which dvd mounting program because I tried many)

Hope you are not having anything in the DVD drive when you restart the system. if you have anything remove it and then try to stop the processes which you might feel is linked with the file youare trying to delete.

try running start > run > msconfig

disable all startup programs
under services tab > hide all microsoft services > disable all other services.  Try to delete again.

tried both unlocker and disabling additional programs from startup


unlocker says that it would work for my problem, but does not

That's very unusual.  Just to double-check, when you open Windows Explorer do you see virtual CD/DVD drives under the Computer section?  If so, try to right-click on them and select Eject to ensure that they aren't still utilizing the RAR file(s).
