Outlook rules are stored in the users settings on the exchange server.

Both an Outlook rule or a transport rule will work.... however if you have, or will have several of these scenarios, you can train the users to use the outlook rules. This would lighten your load about making transport rules later for any other groups in this scenario.

Otherwise I would use a transport rule as suggested by ash007.
