Cannot connect to the IE through a proxy server and SBS 2003

It seems that one PC in my SBS 2003 network is not wanting to allow users to surf the web. I have the IE connection through my server proxy. I am able to login with my user name and password and also connect to my shared company drives however any attempt to launch a webpage comes up with an internet connection error page. When you expand the diagnose the issue it gives me example of "DNS".

When it is only one machine that has the issue in a proxy environment, it is usually malware. Have you run the usual compliment of tools to make sure it is clean?

no which tools would you suggest is the best solution.
I would start with Malwarebytes ... if anything is found but it is not resolved, I would run Combofix. Between the two I will either clean it up or hit the 2 hour benchmark for reload.
OK ran Malwarebytes and it reported/caught nothing. I rebooted the system after I ran Malwarebytes and nothing was solved. I still cannot get on to the IE ( other PC's are able to get onto the internet) The PC in question can however access the company network still and seems to be working in every other department.

Are you using the proxy client or just specifying the proxy information in IE?
I am using the proxy client ISA 2004
Have you tried entering the proxy details in IE?
If you mean by details you means the address and port. Yes that was done. I also tried to restart and flush the DNS
