Make title tabs of content controls always visible

I have had a request to make the title tabs of controls visible at all times while the document is being edited. Currently they are only visible when the CC is selected.

Is this possible and if so, how?

I don't think so.

You could add some labels with the title text  with some code like this
Sub AddTitles()
    Dim cc As ContentControl
    Dim rng As Range
    Dim strTitle As String
    
    For Each cc In ActiveDocument.ContentControls
        Set rng = cc.Range
        strTitle = cc.Title
        If strTitle <> "" Then
            rng.Collapse wdCollapseStart
            rng.Text = strTitle & ": "
        End If
    Next cc
End Sub
