Crystal Reports Error in .rpt file - Reqeust could not be submitted for background processing

I am using Crystal Reports 2008 on a windows 7 64 bit maching.  I receive the follwogin error when reading in XML file.

Error in File <filepath>.rpt;
The request could not be submitted for background processing.

How are you running the report?

Is this on the machine with Crystal installed?

I have Crystal 2008 app running on my machine as I also do customizations to exitisting reports to fit the business need.

Is this when displayed from Crystal or do you have an applicatioin running the reports?

If an application, is this a thick or thin client application?

This message I get when I try to display the report from an appliaction running the reports.  This is a thick client app I think.   I am wondering if it is a permission issue, runtime, or registry issue.

I is a very generic message and has many meanings so it is tough to track down.  There is a white paper on the SAP site (or at least it used to be there) detailing methods to track it down.  I'll see if I can find it.
