Can i schedule a shutdown for DHCP/DNS?

I have a public Wi-Fi in our building in the DMZ.  It has one domain controller. Is there a way to have it not hand out IPs in the off hours? Like from 10pm-6am

As per my understanding, there is no such setting available in the Active Directory. Why don't you use mac binding or limited range of the IP becasue what you are asking is not available within AD.
Depends upon your Wireless access point... some AP have Internet Access Policy where you can specify the Days and time of Internet availability .... see attached screenshot.
