SQL network related or instance specific error

We are having an error when trying one SQL server database trying to connect a different database on a different server trying to access view table.  However, we are receiving the error message:

TCP Provider: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.
OLE DB provider "SQLNCLI10" for linked server "WINRUR8\SQLRURPRO08" returned message "A network-related or instance-specific error has occurred while establishing a connection to SQL Server. Server is not found or not accessible. Check if instance name is correct and if SQL Server is configured to allow remote connections. For more information see SQL Server Books Online.".
OLE DB provider "SQLNCLI10" for linked server "WINRUR8\SQLRURPRO08" returned message "Login timeout expired".

HI,

You will get this error when the sql server is not able to find the specified server.
make sure that the server name is correct and Db server is running.
Also try connecting to Db server using IP address instead of server name

You will also need Make sure your connection is using the proper port number and make sure that port is open on the remote server.
