Yes it matters. :-)
What is written on the sticker?
XP Professional or XP Home?

Also the keys may not work if there was an image prepared by the vendor. They use activated keys and those keys are in the recovery DVD.

So the recovery DVD will work and be activated, but it will not use the key on the Certificate of Authentication (sticker).

Another XP media also will not work the the COA sticker (because it relates to the installation). If you want to use your own XP media, you have to supply a license.

What I have written is true for IBM/Lenovo (been through it with them) but I think it is true for other vendors as well ..... Thinkpads_User

Xp pro refurb CoA stickers aren't that common, it's a special License type usually issued to non-profits and charities.  The other CoA sounds like it's the system provided new with the HP desktop by HP (An OEM license).  So assume the PC has been rebuilt since it was originally supplied by HP, the refurb CoA takes precedence and should the the system currently installed.
You need an XP Pro OEM CD to use those keys, not XP Pro Retail.

You can find out which CD was used for the current installation by looking at the ProductID, four groups if characters separated by hyphens showing the My Computer > Properties > General Tab (http://marksxp.mvps.org/WindowsXP/prodid.php) compare the code there with the Lunasoft link in the article above.
