Is there a way to generate user login counts and/or usage in AD from computers on my network? If not in AD a free utility that will complete this task.

From what I have read there is no way to simply do it in AD. You need to create a PowerShell script or use a third party application. The free version of this tool can run many reports for you and 'last login' is one of the reports it can run: http://www.cjwdev.co.uk/Software/ADReportingTool/Info.html

Are you interested in simply tracking user logins in which case you could have a PowerShell script as a login script that records the login as it happens.  The information could be stored in a database assuming that you have access to one on your network.
