We have a Folder with 100 files in it. There are some sub-folders as well.

Is there a way to know as how many READ/WRITES happened on the folder
on a certain time frame ? We need the count ?

Its a Microsoft Windows 2008 R2 (64-bit) server.

You should be able to do this by setting up File and Folder auditing, a description on how to do this is here.

any other 3rd party software which would give us the count (number of read/writes) ?

Not that I know of, you could export the event log that is containing the events audited and count those using Excel or some other means.
FileAudit will do the job, as this 3rd-party software solution monitors, archives and reports on access (or access attempts) to sensitive files and folders stored on Windows systems.

All data in FileAudit reports can be exported in various formats: Microsoft Excel, Adobe Acrobat, Web page, Rich Text File (RTF) or Text File (TXT).
You will then be able to easily use them and get the count you need.
