hello!
i want to creat gpo for 2 useres that "allow third party browser extenasion" how i do it please?

It seems to be easy.

First of all, create a new OU and then move those two users to that OU.
Now create a new GP Object and link to that OU.
Go to following path, in that GPO and set it to allow.

User Configuration\Administrative Templates\Windows Components\Internet Explorer\Internet Control Panel\Advanced Page\Allow third-party browser extensions

This can be achieved on computer account too.
For that see the setting at
Computer Configuration\Administrative Templates\Windows Components\Internet Explorer\Internet Control Panel\Advanced Page\Allow third-party browser extensions

If you don't want to move the users into a completely separate OU you could assign the new GPO (using settings given by Hiren above) and use security filtering. A good explanation here:
