Whats the most reliable way of moving our file shares (including permissions security) over from server to server?

I recall we used BE2010 from tape last time... possibly...

try using xcopy command, or robocopy
Easier way is to use File server migration toolkit.

Robocopy is a good tool to help you copy the data and permissions.

Then use the following KB article to move your actual shared folders

You could also consider creating a DFS namespace with the two servers are targets.
