i am doing an access to oracle sql conversion, there are 2 lines that i am having a hard time wrapping my head around

IIf([column_in_table]>0,"W"," ") AS WED,

WHERE (((LIBRARY_TABLE.CM_PRIMRY_ROUTNO) Not In (74,999)) AND ((LIBRARY_TABLE.CM_TKTMSG)<>4) AND ((LIBRARY_TABLE.CM_NOWDUE)>=1000) AND ((RAPFILES_IDCODEQRY.ID_FLDLBL)="TKTMSG") AND ((LIBRARY_TABLE.CM_BILCOD)=2))
