That is the recovery mode for the phone. It usually boots into this if the home button is held on startup I believe.

Pull the battery and try to turn the phone on again. If it still goes to this screen, if you hit volume up or down, or possibly the search key, it should pop up an option to reboot the phone.

I'm sorry for the uncertainty of which keys to hit, but it's different for every Android phone.

After a quick search, I confirmed that it is indeed the search key you need to hit once you see that triangle. If you hit that and select reboot and you still can't get in, you likely need to select the wipe data option and hopefully it will restore the phone to factory defaults.
