1. I need a value to looks at the cells in the  "Item" Column and then takes the Item#
2. Then cross references against another Column "Item"
4. Then Looks at the Corresponding "Memo" column
5. Then Copies it the First Memo Field.

You are looking for a VLOOKUP formula. Let’s assume that the table with AR category/Item/Memo is in Sheet2 cells A1:C100. If the Item in step 1 is in cell A3, then you can get the value for step 4 Memo field as:
=VLOOKUP(A3,Sheet2!B$1:C$100,2,FALSE)

Had you posted the actual workbook, then I could have made all the corrections for worksheet layout for you.

Here is the workbook.  I need to reference the QuickbaseARChargoffExport Tab information, against the AR Cat to GL Code Converter Tab.

Given the named ranges already in your workbook, worksheet QuickbaseARChargoffExport cell F2 can use:
=INDEX(Memo,MATCH(E2,Item,0))

You could also use a VLOOKUP like:
=VLOOKUP(E2,'AR Cat to GL Code Converter'!$B$2:$D$19,2,FALSE)
