Exchange 2010 "Duplicate Message Detection" not working?

I was understood that Exchange 2010 has a "Duplicate Message Detection" feature however it does not appear to be working.
Often members of staff are manually dropping emails into public folders and is creating duplicate emails when other members of staff drop the same email into public folders. And I have to use Remove Duplicate Items (ODIR) to remove these items.
Surely with Exchange 2010 I should not need to do this? I am running SP 2 and Update Rollup 1.

The duplicate message detection feature prevent the same message being sent to a mailbox twice. This this can occur when an active mailbox database is switched, and not all on the logs have been replicated. The mailbox activation process will request that all message between the last log file and the current time be resent, to ensure that no messages are lost.

There is nothing built into Exchange 2010 (that I am aware of) that will detect users dragging multiple copies of the same message to a public folder.
