Can I ask in business which is the general hierarchy of the terms 'strategy', 'policy' and 'procedures'. Is strategy the top level, policy middle and procedures lower technical level?

That is roughly correct. Think of Strategy as direction and overiew. Think of policy as elements required to enact the strategy. Then think of procedures as the steps to carry things out.

This is *not* an exact science by any stretch. There can be a strategy for getting to the office each day and there can be a strategy for starting a new business.
