How were you trying to restore the items, i.e. what process or product were you using and what exact steps did you take?
Depending on what account you are using you can assign the ApplicationImpersonation role to that role group.
For example, if your account is adm_user and is a member of the Organizational Management you would go into your exchange control panel(the web version), choose Roles & Auditing > Administrator Roles and then find Organizational Management. Double click the role and under the Roles: section choose Add. Now add ApplicationImpersonation to the role and it has those rights.
You can also create a separate role group and just assign the applicationimpersonation role to it if you don't want all Organizational Management users to have the ability.
Here is more information on adding roles to Role Groups:

Have you followed this article from Symantec? http://www.symantec.com/business/support/index?page=content&id=TECH125119
One major point to consider here is that with Symantec Backup Exec in order to obtain a Mailbox/Folder/Item level recovery you must run an Exchange Granular Recovery Technology (GRT) backup. If you ran a regular backup then your only choice is to Restore the DB files and use the MS Recovery Database and you can see how to do that here with Symantec http://www.symantec.com/connect/articles/how-restore-exchange-2010-database-recovery-database-using-backup-exec-2010
