assign privilege on Exchange 2007

i have lots of Exchange servers, i want separate my daily work to local IT, their accounts are not domain admin or exchange admin, how i can assign full privilege to a user or a group via command shell?
include have totally permission manage database store, edit mailbox properties on such server, what is the command?
