Requesting a Third Party Certificate for Secure LDAP on a Windows 2008 DC

I am trying to request a Versign Certificate for Secure LDAP on a windows 2008 DC without IIS and I do not want to install IIS. I tried following this link http://support.microsoft.com/kb/321051 but certreq does not seem to work on 2008 as it appears it is not installed. Any thoughts!

If I understand the issue you are having right now, you are prevented from following the Technet article because you can not currently find certreq.  I'm not certain why certreq wouldn't be in your command path, but have you tried opening the CMD window as administrator?  (Right click the command icon, and select 'run as admininistrator' -- I apologize if you already know, but this is actually different than just running the command while logged in as an administrator.)
If that doesn't do it, we'll have to track down the exact path to the command...

Yes I have it does not appear to be installed with Windows Server 2008

In windows\system32, make certain both certreq.exe and certutil.exe are both missing.

Thank you for your patience.  I'd never seen a 2008 Server without these tools, and I think I now understand a little better the circumstances under which they might not get installed.

In Server Manager, Features, Add Feature -- and find the Remote Server Administrator Tools. Active Directory Certificate Services Tools, under Role Administration tools should provide more than you need in this instance, but should provide at least certreq.exe.  This shouldn't add any services to your server, but makes tools available to administer certificate relates services.
