Can you be more specific?  There are literally thousands of aspects of web design covering hundreds of methods new and old.  There are reasons for keeping it simple and functional and there are other reasons for making a site fancy and animated.

I think the key word here is 'Design'.  'Design' in any area is to suit the consumer of the service or product.  When it comes to technical details, while there are still many different subjects, a number of them have a limited number of acceptable methods.

Maybe "Web Design in a Nutshell" is able to provide you a nice and quick overview about the content you stated. It was published by O'Reilly Media. The ISBN-10 is "0-596-00957-9". Maybe this book is able can give you an impression what are you looking for. :)

Look up CSS box model.  You can design a whole site without any tables using this approch.  If you ask me this is the best practice for designing a site.
