OAB not downloading after introducing Exchange 2010 to the network

I recently introduced Exchange 2010 into my existing Exchange 2003 organization.  Now I have users, whose mailboxes are on the 2003 server, saying there copy of the OAB is out of date.

If I remove cached exchange mode the problem goes away.  I enabled it and the problem comes back.  

The OAB files are being generated on the CA Sserver (d:\Program Files\Microsoft\Exchange Server\V14\ExchangeOAB\<GUID>) and outlook is not receiving any errors.

How can I determine in the OAB data is in the Public Folder like it should be?

Does anyone have any ideas as to the cause of this?

Please see attached image.  Could this have something to do with it?  The date is old on each or the files.

Do you get any error in event viewer on exchange server.
Also enable outlook in troubleshooting mode using this http://office.microsoft.com/en-us/outlook-help/what-is-the-enable-logging-troubleshooting-option-HA001174266.aspx

Then check the error in the logs.
No errors.  Logging is enabled but nothing relating to the OAB process is there.
The OAB file downloads with out any problem it is just an old version.
Run this to see the date:

get-mailboxserver PFserver | Get-PublicFolder "\NON_IPM_SUBTREE\OFFLINE ADDRESS BOOK\/o=BBANDT/cn=addrlists/cn=oabs/cn=Default Offline Address List\OAB Version 4"|Get-PublicFolderitemStatistics |ft

Then change your OAB creation server to be a server with a mailbox database.

Source: I had this problem also.
That command returned the following error:
The operation couldn't be performed because object 'pfserver' couldn't be found on

Running the get-publicfolder command only returns IPM_SUBTREE
I moved the OAB Generation server to my second server and went to update to see if that mad a difference.  I'm now receiving the following event in the application log:

Running the get-addresslist | update-addresslist command give me a message saying

OAB Version 2 is invalid and couldn't be udpated.

OAB Version 3a is invalid and couldn't be updated.

Replace PFserver with your public folder server name:

get-mailboxserver <server> | Get-PublicFolder "\NON_IPM_SUBTREE\OFFLINE ADDRESS BOOK\/o=BBANDT/cn=addrlists/cn=oabs/cn=Default Offline Address List\OAB Version 4"|Get-PublicFolderitemStatistics |ft

The Warnings about Version 2 and 3a are just warnings.  Let's worry about if we can get 4 updated and what the users see.

Also, the Event 9331 is okay as long as you do not continue to see it.  Please try the above command and post results.
Should server be my 2003 or my 2010 server?  My 2010 server is the OAB Generation server but users on Exchange 2003 are the only ones having problems.

I receive 9311 every time not just the first time.
