Xenapp 6.5 slow to reconnect to the farm after reboot

I am having an issue after rebooting a Xenapp 6.5 server. It takes forever to be available again to the farm.  I have servers assigned to worker groups and worker groups assigned to apps. It seems that it cuts the time down if I reapply the servers to the worker groups. IE if I just mess with it enough it becomes available sooner. I am not real sure how to track this down.  I did a qfarm /load and the servers show no load. Once I attempt to connect the server that it tries to hit immediately shoots its server load up to max.  My load policy is only set for CPU and User count. Then the load dies off and still cannot connect. After awhile of waiting it eventually works as advertised. I have 10 published desktop servers and 10 applications servers. The apps servers have the same issue as the desktop servers.  

I am not real sure how to trouble shoot this.
