Is possible to record the voice of the others players online using a PVR, playing Playstation 3?

Your PS3 has an analog multi out that you can use with this cable http://www.amazon.com/Playstation-Analog-Multi-Component-Cable-3/dp/B000SJ61BK to connect to the PVR. All sounds will go out this connector through the red and white audio connectors.

I just contact the seller to know if they ship to Mexico, the S&H cost, and if the cable is not made in china

Stereo Audio Cable for Playstation 3 will this cable audio video work?

Yes, that will work. It is unfortunate that Monster charges so much for their cables; they don't work any better.

In other words, when the bluetooth is connected it defaults the audio to the headset. In order to record set the output of the device to the system default. Then the PVR will record audio and video, and your voices will be included in the audio.
