troubleshooting Question

manage.bde.exe is not recognized as an internal or external command

I am trying to resume sessions of bitlocker by using a .bat or .cmd that will be ran locally on the workstation. The workstation run the script as SYSTEM. There is no option to run as Admin because the typical end user doesn't have these rights.

When I run the command:

manage-bde.exe -on c:

from an administrative prompt it works.

When I open a CMD as SYSTEM and try

manage-bde.exe -on c:
or even
C:\Windows\System32\manage-bde.exe -on c:
It replies with
manage.bde.exe is not recognized as an internal or external command

I know that it exists in C:Windows\System32 and the path is correct if I am doing this in admin and it's working. So where is the failure?
