Remote Desktop Session Logged Off Immediately After Logon

With new install of a VM of Windows 2008R2 and Terminal Services configures Application Mode with RDP users.
All urses except Admins are Logged Off Immediately After Logon. It almost goes to Desktop Creation but goes right to logout.

What is your CAL count for the RDS server?

I did a fresh install and RDP work with non admins without logging off. This was before installing RDP Services . After installing RDP Services it went back to logging off non admins right after loging in.
Did best practice scan and everthing came back compliant

No.  I have two other application server that are running with no problems with RDP Services with Domain/users assigned to Rdp. I have done this in the past with no problems. But today I have done three virtual installes with the same result.
Virtual installs... Did you clone these servers?
My installs have been from new VHD files from the same VM setting.
So fresh installs?
All fresh. It acts like a Aero issuse but works for admin logins.

Try all setting with no luck. Still only Domain Admin can remote.  I have two other servers one physical and the other virtual that work fine.
I created a new regular user and was able to login without being logged off. Please explain

If still doesn't work
Check if the users have deferent GPO's assigned
It might be RDP setting on one of the GPO's
Tested GPO and did AD Health Check and all A.O.K.

Found that only current users, including Admins in one OU will not logon.  New user in that OU will login
It was my bad so I split points. Users in the OU were set to login to a program
