Exchange Management Console in Exchange 2010 fails

The EMC is failing to work.  I have tried opening it directly and through MMC.  I get the following message when I try to load it.

Is it the only snap-in that failes when you add it to MMC?

All the other snap-in's that I use work fine
Is there more info in the application event log?
Not that I could find.  Should I be looking for something specific (source or Task Category)
The error is to basic. It could be a lot of things.
Did you recently install updates? Or did you install some 3rd party app?
No.  Is there a way to reinstall it?
Do you receive an error when you start EMS (shell) from a command prompt by running the cmdlet C:\Program Files\Microsoft\Exchange Server\bin\exshell.psc1 ?
runs fine.
