Adtran VPN will not connect to remote site vpn

I have been running a vpn using two Adtran 3120 one end has Time Warner static and the other end has Fairpoint DSL static. The vpn's worked fine up until I asked for a high speed connection on my Fairpoint end. The swicthed me from their legacy system to something called opum or something like that. When they swicthed me to their new system they gave me a new static ip address. I use a westell modem and they told me not to enter the new ststic ip address. I set the Westell modem up to bridge/bridge and set my adtran up as PPPOe and they said that their system would automatically assign the static ip address. The vpn's ran fine for about a week. This morning I came in and my vpn connection light is just blinking but I have internet on both ends. I rebooted both adtran's and still they will not connect.

I would login and put the fixed IP in the router. Ignore what ISP says. Have you double checked with them, what do they have to say? it might be they have some issue at their end. what are the error? is it handshaking?

I already have hours of time with them here and also a local computer tech who got it running for me last week. It was working for a week but now it's not. Fairpoint tells me that the Westell nmodem needs to be set to bridge to bridge and that my router needs to be setup with PPPoe and my user name and password need to be put into my router. I can  access the internet I just can't get the adtran 3120 vpn to connect to each other. Why would it work for one week and now it doesn't work

I had an Network Technician look at it and he found the problem after logging into my router
