SharePoint 2010 Conditional Columns

Without doing any custom coding (and on SharePoint foundation, so no managed metadata), is there a way to have the options of column B based on the information in column A?

For example, you have state and city columns. You want them both to be choice to standardize the input.

The idea is to have the list of cities based on the state selected in the state column.

Yes, very doable. You need the data for the dropdowns in two SP Lists and you can use the SPServices jQuery plugin http://spservices.codeplex.com/ , which has a function for cascading drop-downs.

If you don't want to use jQuery, you could use InfoPath to create a no-code cascading dropdown.  http://blogs.msdn.com/b/infopath/archive/2010/03/04/use-rules-and-filters-to-create-cascading-dropdowns-in-forms.aspx
