Exchange 2012 VSS writer fails when backing up with Backup Exec 2012

This has been an issue since the days of Veritas Backup Exec and SBS 4.5 or even earlier. The Exchange VSS writer fails when doing a backup. The solutions are usually:

Re-boot Server
Dismount Databases, Stop Store, Mount Databases re-start Store
Registery edit for some old Veritas issue

My question is as follows:  Is there a solution that does not involve the above to make sure that backups will be done without VSS Writer failing.

Is this an issue that I have to accept will never go away??

a) is VSS service running. Can you restart it.
b) start > run > Cmd

type this
vssadmin list writers.

Can you copy paste the output of Microsoft Exchange Writer (or something similar).
If there is any error there, copy paste that too.
